Here in Gabon, we now develop development codes for little or virtually no use restrictions except for compatibility (e.g., noise, danger, noxious).  Auto uses presents the most significant constraint to use distribution (noise, danger, and noxious!) but better to control the drivers and machines than the entrepreneurial human dynamic I think, though we probably couldn’t stop it if we tried.

In the high end enclaves, the higher street walls dampen the business opportunities but as the income levels decline, the walls become permeable or absent, replaced with a series of operable metal doors (for night time security) or just entries in the front wall forming a street wall in segments, and the intersections and returns area often lined with stalls.
